The banks in Argentina will not allow you to take a cash advance on a credit card; they will refer you to an ATM machine. The only option for cash advances would be the local American Express office -- assuming you have an Amex card -- which will allow cash advances up to $5,000 if you are not living in Argentina permanently. It would be difficult to use the Amex option regularly, as you are stating that you don't actually live in Argentina.
